“The prohibition is general. No clause in the Constitution could by any rule of construction be conceived to give to Congress a power to disarm the people. Such a flagitious attempt could only be made under some general pretense by a state legislature. But if in any blind pursuit of inordinate power, either should attempt it, this amendment may be appealed to as a restraint on both.” [William Rawle, A View of the Constitution 125-6 (2nd ed. 1829)

Questions and Interview Requests May Be Sent To: Mr.James Beal at

This event is not affiliated with other Second Amendment “March” efforts.

2A rallies from one Washington to the ‘other’ suggest gun owners are growing restless

April 20, 9:02 AMSeattle Gun Rights ExaminerDave Workman
Monday’s Second Amendment March (SAM) in Washington, D.C. was a huge success compared to the armed gathering at Virginia’s nearby Fort Hunt and Gravelly Point parks, and now gun rights activists in the ‘other’ Washington (I prefer the real Washington) are working hard to match yesterday’s events right here in the Evergreen State.

As many as 2,000 people gathered in the shadow of the Washington Monument, and about 50 at Gravelly Point and Fort Hunt parks in Virginia.
A noon rally at Olympia’s Tivoli Fountain on the Capitol Campus is scheduled this Saturday, April 24. It almost did not happen, when a local coordinator bowed out pretty much without telling anyone. Picking up the ball and running with it like stallions are two Evergreen State gun rights activists, David Del Buono and Jim Beal. Del Buono is known on a state hunting forum as “Adams” and Beal calls himself “DEROS72” on the Open Carry forum. Gun owners owe these two men immeasurable gratitude for pulling this event together; for some people, doing the impossible just takes a little longer.

Legislative Alert From WA CAN

Even as the regular legislative session winds down (a special session is likely on the horizon), legislators are still finding ways to make life difficult for taxpayers.
We thought the issue had blown over, but the Worker Privacy Act has somehow found its way back into the supplemental operating budget.
The Worker Privacy Act, (or Employer Gag Bill, as we like to call it) didn’t even make it on the table this legislative session. Instead, lawmakers decided to wait and see if a similar bill passed in Oregon last year would survive the legal challenges filed against it by the U.S. Chamber of Commerce.  In addition, political heat still emanating from 2009 gave legislators reason to put this bill on the shelf until things cool off.
Not only that, but our state AG issued a statement last July proclaiming that the bill is preempted by federal law which protects an employer’s freedom of expression as long as it doesn’t threaten punishment or promise benefit to an employee.
Just today, Jocelyn McCabe of AWB announced on their blog that upon reviewing the 2010 Senate operating budget proposal, AWB General Counsel Kris Tefft found a scaled-back version of the gag language inserted in a striking amendment by the House. The language would apply to employers or service providers who receive DSHS funding.
McCabe cites the troubling language of SB 6444 as the following:
“No employer, provider, or entity receiving state funds to provide long-term care services or services to the developmentally disabled may use these funds to assist, promote, or deter union organization.”
According to our own General Counsel, Mike Reitz, this bill is fraught with substantive and procedural problems.
“The legislature cannot amend substantive law in an appropriations bill, especially when the subject matter was previously contained within separate legislation that ultimately failed. The prohibition on ‘logrolling’ is to prevent the legislature from changing the law in a lengthy budget bill without adequate public review—which seems to be what the legislature is doing here,” Reitz says.
Please contact your legislators and ask them to reconsider voting in favor of a budget that contains this dangerous, restrictive language.  Our two main concerns:
1.  Employers should be able to openly dialog with their employees.  Government doesn’t have the right to dictate what they can and cannot say.
2.  If this language is going to be placed into law, it shouldn’t be done in this manner.  Citizens need to have the opportunity to weigh in on how this will affect them in a public hearing.

Legislators Want Voter Opinion? NOT

March 5, 2010 4 comments

This article, from the Olympian, was posted just today, after the drill yesterday to introduce the bill around noon and hold a ways and means hearing on it at 4:30 yesterday.

I wonder if they really want our “voter opinions”.

Legislator wants voter opinions on income tax

Referendum: Measure would target high-income residents

RACHEL LA CORTE; The Associated Press | • Published March 05, 2010

  • Senate Majority Leader Lisa Brown wants voters to weigh in on the idea of an income tax on high earners.

In a blog posting on Thursday, the Spokane Democrat suggested that the Legislature pass the Senate Democrats’ temporary three-tenths-of-a-cent sales tax increase proposal and that it take effect immediately. But Brown also suggested that the Senate should pass a bill sponsored by Sen. Rosa Franklin, a referendum that would ask voters whether they want to lower the sales tax to 6 cents, and in its place approve a “high earners” income tax.

The tax would be on 4.5 percent on all income over $200,000 for individuals, $300,000 for heads of households, and $400,000 for married couples.

“It’s a question to voters if that’s the direction they would want to go,” Brown said later in the Senate wings.

The Senate was still working on language of the bill, and it was to be posted before the start of a hearing on it later Thursday.

The likelihood of such a measure getting enough votes is uncertain, and Brown acknowledged she hadn’t yet counted votes.

“Just because we’re holding a hearing doesn’t mean that this is a direction for the caucus,” said Senate Ways and Means Vice Chairman Rodney Tom, D-Medina, who is opposed to the measure. “We have a lot of serious issues we need to address now, as far as how we’re going to get our fiscal house in order and get a balance between our revenues and our expenses.”

Lawmakers are working to patch a $2.8 billion budget deficit before the legislative session ends next Thursday.

House and Senate Democrats have both unveiled proposals mixing of cuts and tax increases.

The Senate is pushing for a temporary sales tax increase and an additional $1-per-pack tax on cigarettes, and closing numerous tax exemptions. House Democrats are looking to shrink a long list of tax exemptions and collecting more money from smokers, lawyers, accountants and out-of-state businesses.

House Democrats indicated that introducing such a measure a week before session is to adjourn makes it a long shot.

“It seems fairly unlikely,” said House Majority Leader Lynn Kessler, D-Hoquiam. “But, you know, everybody’s out there trying to figure out a way that will work.”

Republicans questioned whether such a referendum could be passed on a simple majority vote. Sen. Joe Zarelli, R-Ridgefield, said that he thinks any change to the tax code would require a constitutional amendment, meaning that two-thirds of the Legislature would have to approve it.

“They’re trying to do the class-warfare thing in their tax debate,” he said. “But constitutionally, it’s not going to work.

Brown has long supported the idea of an income tax on the state’s highest earners, but the idea has not been able to gain traction in past years.

She pointed to the January election in Oregon, where voters approved tax increases on businesses and the wealthy. Measure 66 raised tax rates on individuals who earn more than $125,000 and couples with incomes greater than $250,000. Measure 67 increased business taxes.

“Oregon voters spoke loudly and clearly about their desire to limit the impact of any revenue increase on middle class families, while also protecting the classrooms, financial aid, health care and public safety so essential to their middle class standard of living,” Brown wrote on her blog.

Brown said that under the referendum, the state’s middle class voters could “not only have a the opportunity to protect essential services while asking wealthier citizens to pay their fair share, but the middle class would also have the opportunity to lessen the amount they currently pay.”

Gov. Chris Greogire is “not closed off to the idea, but knows there’s difficulties,” said spokeswoman Karina Shagren.

Legislation sliding through… TODAY!

From a Friend…

Right around noon today (Thursday, March 4, 2010) the state senate dropped a bill (SB 6250) that will implement an Income Tax in Washington.  As if proposing $11 Billion in other new taxes wasn’t enough, now they really want to go full out on taxpayers.  To make matters worse, the first public hearing for the bill is TODAY at 4:30pm, only about four hours after the bill was first introduced.  So much for openness and transparency.

See the Bill (SB 6250)

To see how the Senate plans to implement this, please take a look at our blog post on

A few considerations:

  • In the past, our state supreme court struck down an income tax 3 times; voters struck it down 8 timessee article
  • It is unacceptable that Legislators would schedule a public hearing so soon after introducing a bill
  • Our state’s economy cannot afford this kind of hit, nor can its workers.  Its time to cut the unnecessary spending out of the budget, even if its painful.
  • An income tax faces huge constitutional hurdles in WA state – see article (PDF)

This Is The Most Important Article You’ve Ever Read

March 2, 2010 5 comments

I’ve read thousands of articles on the subject of Socialism and Communism over several years now, and this one is BY FAR the very best one.   With pinpoint accuracy, it explains the situation we’re currently in as well as how we got here.  It was written by The National Center For Constitutional Studies.

Please print it out and BEG people to read it, unbiased.  This is extremely important.  I truly believe there are a lot of people who voted for this administration who had good intentions. They just don’t yet realize they’ve been hijacked and the scope of the problem we face.  This article might just convince them.

Americans are Awakening to Our Awful Situation

America’s Founding Fathers were students of human nature and how influential people and governments have dealt with human nature throughout the history of this world. In nearly every case, the Founders discovered that powerful people have nearly always sought to gain mastery over others. Whether by force or by slow deceptive means, power-hungry individuals have sought to thrust themselves into positions where they can control the lives, liberty, and property of others. The distaste for this kind of control is what led Thomas Jefferson to proclaim, “I have sworn upon the altar of God eternal vigilance against every form of tyranny over the mind of man.” Generally, this kind of power, which tends to pander to the pretended needs of the masses and thereby invades the unalienable rights of individuals, is known as socialism.

The Many Faces of Socialism

The classical definition of socialism is: Government ownership or control of all the means of production and all the means of distribution in a society.

In order to achieve these objectives, socialists throughout history have used different strategies and tactics, depending on how much power they have and what they can get (or force) the people to accept, but their ultimate goal of total control remains the same. Here are the main kinds of socialism that have been used:

Communism is “International Revolutionary Socialism.” It uses the tactics of terrorism, violence, subversion and propaganda against other nations as though it were at war with them. Even while pretending to work for peace, it exerts all of its resources preparing for war.

Nazism is “National Socialism.” This system is designed to set up a Socialist military dictatorship in one country at a time. In Germany the word, “Nazi” was an abbreviation for “National Socialism.”

Fascism is the form of National Socialism which was set up in Italy under Benito Mussolini. He told the people they could keep their property, but the government would just tell them what to do with it.

Democratic Socialism seeks to achieve its goals by peaceful means. Its purpose is to acquire control of the means of production and distribution with the people’s consent. The Democratic Socialists found that they could only achieve this by appealing to individual economic groups. For example, farmers were told they would be bailed out if their crops failed, factory workers were told they would share the profits of the factory, and the businesses are told they would control certain industries so as to limit competition.

Fabian Socialism is closely related to democratic socialism. It is a deliberately deceptive method of getting Socialist control over the people and their property while pretending to be merely helping the unfortunate. Every crisis or emergency is used as an excuse to greatly increase taxes. It constantly emphasizes that people should look to government to solve the problems of the poor, the sick, the unemployed, the elderly, the young, the bankrupt, the under-educated, the under-privileged, etc. There is also a constant emphasis on the transfer of power   from the individual to the local government and then from the local government to the Federal Government. The process of nibbling away at the constitutional structure of freedom and property rights is called gradualism. The name Fabian comes from a Roman general named Fabius who became famous for his ability to win wars by whittling away the forces of his enemies a littl e at a time. The cynical sense of humor of the Fabian Socialists is demonstrated in their coat-of-arms which is a wolf in sheep’s clothing.

It was almost exclusively the tactics of the Democratic and Fabian Socialists which were used to drastically change the political and economic structure of both England and the U.S.

The Founders considered Socialism a serious threat to freedom

The Founding Fathers recognized the principles of Socialism as a deadly threat to the inalienable rights of life, liberty, property and the pursuit of happiness.

Samuel Adams, pointed out why they had tried to make the principles of Socialism unconstitutional. He said:

“The Utopian schemes of leveling (re-distribution of the wealth) and a community of goods (central ownership of all the means of production and distribution), are as visionary and impracticable as those which vest all property in the crown.”

Then he went on to say that these ideas “are arbitrary, despotic, and in our government unconstitutional.”

Thomas Jefferson anticipated the day when the government would seek to excuse heavy taxation on the basis that it was necessary to help the poor. Said he:

“If we can prevent the government from wasting the labors of the people, under the pretense of taking care of them, they must become happy.”

Americans have fallen for the deceptive slogans of socialism

When the founder of NCCS, W. Cleon Skousen, was working closely with J. Edgar Hoover in the FBI, he was assigned to study the reports of congressional investigating committees concerning the attempts by socialists, including communists, to infiltrate the government and culture of the United States. He also became personally acquainted with and read many of the writings of former socialists who exposed the inner workings and philosophy of those trying to push America toward socialism of one kind or the other. Because of his in-depth knowledge, he was one of only a few allowed by Mr. Hoover to speak publicly for the FBI on this subject.

These congressional records are available for all Americans to study and to see for themselves the devastating inroads that have been made upon the liberties of our people. The serious student will furthermore see how many well-meaning citizens have become involved in pushing forward the Socialists’ programs without realizing it. These citizens have become converted to Socialist objectives because they accepted superficial Socialist slogans . Soon they were thinking precisely the way the Socialists wanted them to think.

Below are 45 goals of the Socialists which Dr. Skousen gleaned from their writings. Because Communism was the type of socialism which was the immediate threat during the time of his compiling this list, he referred to them as Communist goals. But when one form of socialism fails, the socialist merely changes the tactic, which is what they did when the Soviet Union fell. For this reason, we have taken the liberty to change the word Communism to Socialism in some of the items. One will quickly see, however, that no matter what kind of Socialism it is, the goals remain the same and will remain until they either achieve all their goals or are defeated by awakened Americans. One will also quickly realize that nearly all of these goals are well on the way to being totally achieved.

Current Socialist Goals

  1. U.S. acceptance of coexistence as the only alternative to atomic war.
  2. U.S. willingness to capitulate in preference to engaging in atomic war.
  3. Develop the illusion that total disarmament by the United States would be a demonstration of moral strength.
  4. Permit free trade between all nations regardless of Socialist affiliation and regardless of whether or not items could be used for war.
  5. Extension of long-term loans to Russia and Soviet Satellites.
  6. Provide American aid to all nations regardless of Socialist domination.
  7. Grant recognition of Red China. Admission of Red China to the U.N.
  8. Set up East and West Germany as separate states in spite of Khrushchev’s promise in 1955 to settle the Germany question by free elections under supervision of the U.N.
  9. Prolong the conferences to ban atomic tests because the U.S. has agreed to suspend tests as long as negotiations are in progress.
  10. Allow all Soviet satellites individual representation in the U.N.
  11. Promote the U.N. as the only hope for mankind. If its charter is rewritten, demand that it be set up as one-world government with its own independent armed forces. (Some Socialist leaders believe the world can be taken over as easily by the U.N. as by Moscow. Sometimes these two centers compete with each other as they are now doing in the Congo.)
  12. Resist any attempt to outlaw the Communist Party.
  13. Do away with all loyalty oaths.
  14. Continue giving Russia access to the U.S. Patent office.
  15. Capture one or both of the political parties in the United States.
  16. Use technical decisions of the courts to weaken basic American institutions by claiming their activities violate civil rights.
  17. Get control of the schools. Use them as transmission belts for socialism and current Socialist propaganda. Soften the curriculum. Get control of teachers’ associations. Put the party line in textbooks.
  18. Gain control of all student newspapers.
  19. Use student riots to foment public protests against programs or organizations which are under Socialist attack.
  20. Infiltrate the press. Get control of book-review assignments, editorial writing, policy-making positions.
  21. Gain control of key positions in radio, TV and motion pictures.
  22. Continue discrediting American culture by degrading all forms of artistic expression. An American Communist cell was told to “eliminate all good sculpture from parks and buildings, substitute shapeless, awkward and meaningless forms.”
  23. Control art critics and directors of art museums. “Our plan is to promote ugliness, repulsive meaningless art.”
  24. Eliminate all laws governing obscenity by calling them “censorship” and a violation of free speech and free press.
  25. Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio and TV.
  26. Present homosexuality, degeneracy and promiscuity as “normal, natural, healthy.”
  27. Infiltrate the churches and replace revealed religion with “social” religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a “religious crutch.”
  28. Eliminate prayer or any phase of religious expression in the schools on the ground that it violates the principle of “separation of church and state.”
  29. Discredit the American Constitution by calling it inadequate, old-fashioned, out of step with modern needs, a hindrance to cooperation between nations on a world-wide basis.
  30. Discredit the American Founding Fathers. Present them as selfish aristocrats who had no concern for the “common man.”
  31. Belittle all forms of American culture and discourage the teaching of American history on the ground that it was only a minor part of “the big picture” of social studies. Give more emphasis to Russian history since the Communists took over.
  32. Support any socialist movement to give centralized control over any part of the culture — education, social agencies, welfare programs, mental health clinics, etc.
  33. Eliminate all laws or procedures which interfere with the operation of the Socialist apparatus.
  34. Eliminate the House Committee on Un-American Activities.
  35. Discredit and eventually dismantle the FBI.
  36. Infiltrate and gain control of more unions.
  37. Infiltrate and gain control of big business.
  38. Transfer some of the powers of arrest from the police to social agencies. Treat all behavioral problems as psychiatric disorders which no one but psychiatrists can understand or treat.
  39. Dominate the psychiatric profession and use mental health laws as a means of gaining coercive control over those who oppose Socialist goals.
  40. Discredit the family as an institution. Encourage promiscuity and easy divorce.
  41. Emphasize the need to raise children away from the negative influence of parents. Attribute prejudices, mental blocks and retarding of children to suppressive influence of parents.
  42. Create the impression that violence and insurrection are legitimate aspects of the American tradition; that students and special-interest groups should rise up and use “united force” to solve economic, political or social problems.
  43. Overthrow all colonial governments before native populations are ready for self-government.
  44. Internationalize the Panama Canal.
  45. Repeal the Connally Reservation so the U.S. cannot prevent the World Court from seizing jurisdiction over domestic problems. Give the World Court jurisdiction over nations and individuals alike.

As was said earlier, many of the goals of Socialism have been achieved right under the nose of sleepy and apathetic Americans. But Americans are awakening and realizing these are all failure formulas for traditional American prosperity and peace. NCCS stands ready continue to teach the positive, success formula of the Founders and restore America’s greatness.

Protect gun owners money from raids Friday, February 26, 2010

DATE: February 26, 2010

TO: USF & NRA Members and Friends

FROM: Marion P. Hammer USF Executive Director NRA Past President

HB-651 by Rep. David Rivera (R) is scheduled for a hearing in the House Full Appropriations Council on Education & Economic Development on Tuesday, March 2, 2010. HB-651 is a bill to STOP legislative raids to remove (confiscate) gun owner money from the Division of Licensing Trust Fund — that holds funding to administer the Concealed Weapons & Firearms Licensing program.

Last year the legislature took $6 million from the Division of Licensing Concealed Weapons and Firearm Trust Fund that is intended, by law, to be used solely for administering the concealed weapons and firearms licensing program. (Read background Information below)

Rep. Rivera’s bill will stop funding raids in the future. PLEASE IMMEDIATELY EMAIL Members of the Appropriations Council In the subject line put: SUPPORT HB-651 — Protect the DOL Trust Fund

(Block and Copy All email addresses into the “Send To” box),,,,,,,,,,,,,,,,,

HB-651 provides protection to the Division of Agriculture’s Division of Licensing Trust Fund which handles the fees paid by gun owners to administer the Concealed Weapons and Firearms licensing program

In 1987, passage of the concealed weapons and licensing law had a financial contingency:

1. The legislature insisted that the statewide “Shall Issue” licensing process not require nor be dependent upon General Revenue or any government funding whatever. (Certain members of the legislature were determined that no tax dollars ever be used to fund gun owner programs.)

2. The NRA, Unified Sportsmen of Florida and gun owners, insisted that licensing fees be only the amount necessary to administer the program, no more, no less. Further, we insisted that the fees be held in a trust fund and used solely for the benefit of and administration of the program. That was the agreement. And language was put in the bill to insure that the terms of the agreement were met. – OR at least it was language everyone THOUGHT would protect the agreement and the money.

We’ve kept our part of the agreement. In the more than 22 plus years that this program has been in effect, not one single dime has ever come from general revenue or any other government fund. 100% of the program funding has come from gun owners. The other half of the agreement needs to be kept.

Raids cannot be tolerated. That money is held in “trust” until needed to administer the program, including buy or upgrade computers, buy or upgrade other essential equipment and stay technology in a position to run the program appropriately. This specific trust fund needs to be protected because these funds facilitate the exercise of a constitutional right.

REMEMBER: When government takes citizen money for general use by government, IT’S A TAX. When government confiscates user fees from trust funds intended to be used to administer specific programs and converts it to government use for other purposes, IT’S A TAX. When government leaders claim to oppose tax increases and promise not to create new taxes but then raid trust funds, they have deceived you because THEY HAVE CREATED A NEW TAX.

When the Florida Legislature raids the concealed weapons and firearms licensing trust fund they have CREATED A TAX ON THE EXERCISE OF THE SECOND AMENDMENT.

Courts have ruled that states may not tax the exercise of a right protected by the federal constitution

SB 6813 Vote TOMORROW???

February 25, 2010 Leave a comment

The Senate budget released this week would zero out the Washington Department of Fish & Wildlife (WDFW) budget and transfer all WDFW functions to the Department of Natural Resources (DNR) in a merger of the two agencies. Further, it would reduce by $10.5 million the amount spent on the functions that have been handled by WDFW.

To those involved in the shooting sports, the net result of such a transfer of authority would likely be devastating. Gun owners and sportsmen have been fighting DNR for years with regard to shooting and hunting on DNR land. Leadership in DNR is, at best, indifferent to the interests of sportsmen and, more likely, hostile and antagonistic.

The majority of hunters and sportsmen in Washington State agreed last year to surcharges on their licenses to keep important WDFW functions in place. Every hunting (and fishing) program and every dedicated fund is at risk for reduction or termination. Sportsmen’s support of the department could be wiped out if the Senate Budget is allowed to advance with the merger language in it.

It is critical that hunters and sportsmen contact the members of the Senate Ways & Means Committee immediately! Tell them to OPPOSE THE MERGER OF WDFW INTO DNR! Please leave messages for your Senator and Representatives, as well.
